1. ACT-2018-177 : Regional Partnership Agreement-Dutchess & Putnam Counties Signed by Committee

AN ACT authorizing the County of Westchester to enter into a Regional Partnership Agreement with Dutchess County and Putnam County in order to receive funding from the New York State Division of Homeland Security and Emergency Services under FY 2017 Hazardous Materials Grant Program.

Commssioner Cullen from the Department of Emergency Services came before the Committees to discuss (ID # 11280)- Act - Regional Partnership Agreement - Dutchess & Putnam Counties.  This is an Act to enter into a Regional Partnership Agreement through the Department of Emergency Services, with Dutchess County and Putnam County in order to receive funding from the New York State Division of Homeland Security and Emergency Services (DHSES)  Under the FY 2017 Hazardous Materials Grant Program.  DHSES is awarding $132,000 to the County and its Regional Partners to purchase HazMat Field detection identification equipment and to train appropriate personnel in the proper use of the equipment.  It will build sustainable Chemical, Biological, Radiological, Nuclear, and Explosive detection, response and decontamination capabilities in the region.  The program will also promote the development of regional partnerships among the State HazMat community and enhance the standing of the State's HazMat teams with the Federal Management Agency typing system.  The agreement will be in affect for 5 years.  Department informed that through a HazMat Grant, DHSES will provide funding to the 18 designated Regional HazMat Teams that provide coverage across the State outside of NYC via a non-competitive process.  The State has designated the countries of Westchester, Putnam and Dutchess as a Regional Team for the Lower Hudson Valley Region. Legislator Parker asked to be included in the affirmative for the Legislation.

With a motion by Legislator Covill and seconded by Legislator Shimsky the item was approved with a vote of 8-0.
