1. ACT-2018-167 : CBA-RMH01-Miller House Site Improves. & Bldg. Restoration Signed by Committee

AN ACT amending the 2018 County Capital Budget Appropriations for Capital Project RMH01 - Miller House Site Improvement & Building Restoration.

Commissioner O'Connor, Deputy Commissioner Tartaglia and David DeLucia from the Department of Parks came before the committee to discuss (ID # 11144/11145)- CBA and Bond Act - Miller House site Improvements & Building Restoration. The amendment will amend the County's current year capital budget by increasing the non-County share by $250,000. The amendment will add funds from a NYS grant which will cover the additional cost of constructing a small classroom building at the County's Miller House Park, formerly knows as Washington's Headquarters. The classroom will be built as a simple wood frame building and will include utilities and a restroom. It will include internet access and video monitors in order to provide interactive learning activities for children. It will be positioned to act as a sound barrier to block noise from the cement factory across the street. It was noted that the option that had been proposed to re-locate the house by the previous administration, would have added an additional $1 million and the house would have lost its historic status and would have to be re-evaluated.

The Bond Act, in the amount of $700,000, would fund the cost of construction and construction management in connection with restoration of the farmhouse and associated structures; construction of structural modifications to the supporting beams; rebuilding a new roof; restoration of the foundation under the North side of the kitchen; stabilization of the foundation at the South elevation; reconstruction and replacement of rotted wall studs; re-grading and installing swales for drainage; stabilization of chimneys and fireplaces and related site work and landscaping to match the period. The design is approximately 80% complete. The contractors specialize in historic renovations and will preserve as much of the existing structure as is salvageable. The Committees also discussed the decision to add a small classroom for use as a learning experience for local students. The renovations to the Miller House are long overdue and an important Historical site in Westchester. The staff of the Parks Conservation division will maintain the property in combination with the Parks staff.

Legislator Cunzio stated that the North Castle police chief is applying for a grant to build a sidewalk from the train station to Miller Road which will make the house more accessible.

With a motion by Legislator Covill and seconded by Legislator Barr, the item was approved with a vote of 5-0.
