I. ITEMS FOR DISCUSSION
1. ACT-2018-175 : WCHCC-Bilingual Services for Victims of Sexual Assault Signed by Committee

AN ACT authorizing the County of Westchester to enter into an agreement with the Westchester County Health Care Corporation for a term commencing June 1, 2018 through December 31, 2018 pursuant to which the WCHCC shall provide free culturally-competent bilingual services for victims of sexual assault residing in Westchester County.

Robin Schlaff, Director and Stephanie Dechiaro from the Office of Women came before the committee to discuss (ID# 11258) Act - WCHCC- Bilingual Services for Victims of Sexual Assault. This is an Act to enter into an agreement with the Westchester County Health Care Corporation to provide free culturally-competent bilingual services for victims of sexual assault residing in Westchester for a term beginning on June 1, 2018 through December 31, 2018. The services to be provided will include access to a bilingual 24/7 hot line, crisis

counseling and advocacy, accompaniment to appropriate resources including sexual assault exams, police, hospitals, comprehensive outreach, education and follow-up. Ms. Dechiaro explained that this is new program for Westchester medical Center. Ms. Schlaff explained that there is two parts to this program, the rap kit and the advocates. The advocates are volunteers and mimic the programs in NYC. The program trains volunteers to help victims of sexual assault. These volunteers will stay with the victims the entire time. Ms. Schlaff explained this is short term not counseling. The volunteers are on call and go through a very extensive training. Discussion was held on Domestic Violence and what resources we have in Westchester County and Colleges. Ms. Schlaff discussed that Colleges have many cases of sexual assault but very few reported. She discussed with the members of sitting down to see if they could come up with a plan to help college students.

With a motion by Legislator Shimsky and seconded by Legislator Parker the item was approved with a vote of 6-0.
