1. ACT-2018-162 : IMA-Invest In Kids-Mount Vernon Signed by Committee

AN ACT authorizing the County of Westchester to enter into an inter-municipal agreement with the City of Mount Vernon, acting by and through its Youth Bureau, for the provision of "Invest In Kids" positive youth development services.

Joint with SC, SS.

Dr. DaMia Harris-Madden Executive Director of the Youth Bureau joined the committee to discuss item #11237- IMA Invest in Kids - Mount Vernon.   Dr. Harris-Madden explained that Mount Vernon was not included on the award list.  This Inter-Municipal Agreement (IMA) will award the City through its Youth Bureau funding for the Girls Embracing Maturity Program (GEM) for a period of January 1, 2018 through December 31, 2018.  The total amount funded by the County will be $45,000 and the City will fund $24,231 bringing the total amount to $69,231.  Dr. Harris-Madden explained that this is a unique program developed for positive youth development initiative, designed to equip young girls with core competencies and attributes that are required for positive maturation and positive youth development. With a motion by Legislator Maher and seconded by Legislator Barr the item was approved with a vote of 8-0.

2. ACT-2018-164 : Resource Allocation Plan 2018-Youth Services Signed by Committee

AN ACT authorizing the County of Westchester to execute and submit to the State of New York a Resource Allocation Plan which will provide State reimbursement for certain youth services programs and enter into inter-municipal agreements with Westchester County municipalities to provide youth services projects eligible for State reimbursement under the Plan.

Dr. DaMia Harris-Madden Executive Director of the Youth Bureau joined the committee to discuss item #11251- Resource Allocation Plan 2018- Youth Services. This is an Act authorizing the County to submit to the State a resource allocation plan which will qualify the County for certain reimbursements through the Office of Children and Family Services for a program year commencing on January 1, 2018 and ending on December 31, 2018.  Dr. Harris Madden explained that this gives the Youth Bureau an opportunity to accept and receive funding to support 68 programs though non for profit organization and municipal agencies.  They currently have 14 non for profit agencies as well as 48 municipal agencies as well as the runaway and homeless youth program that they provide through the Children's Village. The total amount reimbursed to the County under the plan will be $932,327.00.  The Act will also authorize the County to enter into an Inter-municipal Agreement (IMA) with one or more municipalities located in Westchester who will provide youth services project that will be eligible for State reimbursement. Discussion was held regarding certain programs within the members district. This allocation includes administrative cost which includes salaries and supplies. With a motion by Legislator Testa and seconded by Legislator A. Williams  the item was approved with a vote of 8-0.

3. ACT-2018-163 : Agreement with Steven G. Leventhal to serve the County Board of Ethics Signed by Committee

AN ACT authorizing the County to enter into an agreement with Steven G. Leventhal to serve as an independent consultant and special counsel to the Westchester County Board of Ethics for a one (1) year term commencing retroactive to August 1, 2018 for an amount not-to-exceed $60,000.

Budget only.

County Attorney Nonna and Chief Deputy County Attorney Dolgin-Kmetz came before the committee to discuss ID # 11241- Act- Agreement with Steven G. Leventhal to service on the County Board of Ethics.  This is an Act authorizing Mr. Leventhal as an independent consultant and special counsel to the Westchester County Board of Ethics for a one year term, commencing retroactive to August 1, 2018 for a not to exceed amount of $60,000 per year. Mr. Nonna discussed that the retention of Mr. Leventhal goes back several years.  He explained that the Controller raised issue on how we were administering our disclosure.  He explained that they are requiring a vendor to over see the process.  He was hired as an independent contractor through  short form contract.  Earlier this year,  the Board of Ethics discussed about expanding his role and to hire him to revamp the code of ethics and look at the Boards rules and bylaw.  Any changes would be pending Board of Legislator approval. Legislator Covill a mentioned that Mr. Leventhal will also conduct training for all Department Heads, and all staff on the County Executive floor and Board of Legislator Floor.  With a motion by Legislator Barr and seconded by Legislator A. Williams the item was approved with a vote of 8-0.

4. ACT-2018-165 : IMA - Ossining Basics Program Signed by Committee

AN ACT authorizing the County of Westchester to enter into an intermunicipal agreement with Ossining Union Free School District ("Ossining") pursuant to which Ossining will provide its Ossining Basics Program for the period from January 1, 2018 through December 31, 2018 for a total amount not to exceed $2,000.00.

Budget only.

Chairwoman Borgia discussed item # 11270- Act - IMA Ossining Basic Programs.  Ms. Borgia explained that this is a communication from the Chairman of the Board recommending the authorization of the an IMA (Inter-municipal Agreement with the Ossining Union Free School District to provide its Ossining Basic Program from the period of January 1, 2018 through December 31, 2018.  This was a program that was not funding through last years process.  The County will pay Ossining a not to exceed amount of $2000 to provide the program to parents and caregiver's of children birth to 3 years old.  It will teach them how to stimulate brain growth of young children through cognitive, physical, social and emotional simulation. With a motion by Legislator Borgia and seconded by Legislator Barr  the item was approved with a vote of 8-0.

5. ACT-2018-161 : BOND ACT-RWW03-Willson's Woods Site Work Signed by Committee

A BOND ACT authorizing the issuance of ONE HUNDRED THOUSAND ($100,000) DOLLARS in bonds of Westchester County to authorize Capital Project RWW03 - Willson's Woods Site Work.

Joint with PW, PPED.

Deputy Commissioner Tartaglia, Ken Uhle and David DeLucia from the Department of Parks and Recreations came beofre the committee to discuss RWW03 (ID # 11189)- Willson's Woods Site Work.  The Deputy Commissioner explained that this is a Bond Act in the amount of $100,000 to finance the cost of design in connection with planning playground improvements to Willson's Woods Park, including the replacement of the existing playground and installation of t new playground near the pool.  With a motion by Legislator Maher and seconded by Legislator A. Williams the item was approved with a vote of 8-0.
