I. ITEMS FOR DISCUSSION
1. ACT-2017-50 : Release of Funds-EOH WQIP Fund-Bedford Signed by Committee

An ACT authorizing the transfer of funds of SIX MILLION FIVE HUNDRED THOUSAND ($6,500,000) DOLLARS of the East of Hudson Water Quality Investment Program Fund, into a County Trust Account in order to fund a portion of the eligible costs associated with the creation of the Bedford Hill/Katonah Business Sewer District.

Items #9974 and 9975 were discussed together.

In 1997 the Savin report designated 30 areas as a water quality project, the Northern Westchester Watershed Committee decided to fund the five top projects. This is the 2nd of the projects. Peach Lake was the first one. The project has been reduced in scope from the original project which was to sewer all of Katonah. Now it is limited to the central business district of Katonah and Bedford Hills. The wastewater treatment plant is located at the Bedford Hills Correctional facility and the town will be taking it over. The proposal is for $18.5 million with $6.5 million of East of Hudson funds. If the project doesn’t go forward, the money will be returned back to the East of Hudson funds. Bedford Hills has the highest number of cesspools in the area. They are no longer allowed and any that are in use now have been grandfathered in. If there are any funds left over upon completion of the project, up to $750,000, it will be transferred to the Town of Bedford Septic System Repair or Replacement Program. The design has been started. Legislator Shimsky has requested an updated balance sheet - how much money is the EOH account, what has been spent, and what is allocated.

With a motion by Legislator Corcoran and seconded by Legislator Kaplowitz the item was approved with a vote of 8 -0.

An ACT authorizing the County to enter into an inter-municipal agreement with the Town of Bedford in order to distribute up to SIX MILLION FIVE HUNDRED THOUSAND ($6,500,000) DOLLARS of the East of Hudson Water Quality Investment Program Fund, in order to fund a portion of the eligible costs associated with the creation of the Bedford Hill/Katonah Business Sewer District.

Items #9974 and #9975 were discussed together. Please see #9974 for discussion.

With a motion by Legislator Corcoran and seconded by Legislator Kaplowitz the item was approved with a vote of 8 -0.
